Message from the Chair

It is with a bit of anticipation that I look forward in accepting the chairmanship of the CARR association. From our first meeting in Saint John in the fall of 2007 until now I have participated in the evolution of this association and have seen what we can do when people from across Canada work together on a common goal. I look forward to continuing in the same orientation as did my predecessor Alberta board Vice Chair Harry Gough and I will be looking for his wisdom during my mandate.
The CARR Association is a product of the desire among automobile insurance rate regulators to have a forum to discuss topics of concern and share expertise exclusive to automobile insurance rate regulators.  An inaugural event was held in 2007 and hosted by the New Brunswick Insurance Board in Saint John, NB.

A major outcome from the 2007 conference was the initiative put forward to form an insurance rate regulators association. In 2008, at the conference hosted by Alberta, the association was formalized and delegates from across Canada approved a new association called the Canadian Auto Insurance Rate Regulators (CARR) Association.
Our vision is to be a recognized inter-jurisdictional Canadian association for automobile insurance rate regulators with a common goal of working together to improve rate regulation processes.

The mission of the Association of Canadian Automobile Insurance Rate Regulators (CARR) is to provide a forum where members can share best practices, identify key issues and learn through educational opportunities so that they are better informed and able to fulfill their jurisdictional mandates.

The following appointments were made to the CARR Association’s Executive Committee:

• Chair, Paul D'Astous, currently Chairman & CEO, New Brunswick Insurance Board.
• Vice Chairman, Allison MacEwen, currently Director, Island Regulatory & Appeal Commission.
• Secretary/Treasurer, Kevin Duff, currently Director of Operations, New Brunswick Insurance Board.
• Immediate Past Chair, Harry Gough, Vice Chair, Alberta Automobile Insurance Rate Board.

Members-at-Large:
